Al-Haj Automotive is stuck between a rock and a hard place these days, mostly due to Pakistan’s automotive import struggles and skyrocketing inflation. In a recent development shared by AutoXfinity, two authorized Al-Haj Proton Pakistan dealerships have severed ties with the company for “unknown reasons.”

Proton Pakistan had eleven dealerships in eight different cities. After a recent exodus of two dealers, the company is left with only nine authorized dealerships. Proton Momentum Motors in Lahore and Proton Lyallpur Motors in Faisalabad are closing down.

Due to a large number of Proton X70 units that have not been delivered for almost a year, Al-Haj Proton is already in trouble with several angry customers publically speaking out against it. The company has also decided to refund booking fees to willing customers who have experienced delays, although, there are some issues there as well.

Consequences

Proton Pakistan, like other automakers, is facing significant production challenges due to LC restrictions and inventory shortages. However, the news of dealerships leaving the company would only increase the trust gap between the automaker and its customers.

In addition, it casts doubt in the minds of customers regarding the future of the automaker in Pakistan.

In response to media queries, Spokesperson of the Ministry of Foreign Affairs Mumtaz Zahra Baloch confirmed today that the resolve was expressed during telephone call between Foreign Minister Jalil Abbas Jilani and US Acting Deputy Secretary of State Victoria Nuland.

During the telephonic conversation, Ms. Nuland congratulated Foreign Minister on his recent appointment.

The two sides also discussed bilateral relations.

The Federal Board of Revenue (FBR) has notified the powers and functions of the newly created Director General, Directorate-General of Customs Risk Management.

The FBR issued a notification on Tuesday to notify the functional jurisdiction of the Director General, Directorate-General of Customs Risk Management, Islamabad, and the Director, Directorate of Customs Risk Management Karachi.

The jurisdiction of the Director General, Directorate-General of Customs Risk Management, Islamabad would extend to risk management of all customs clearance systems relating to imports, exports, and allied functions in respect of all customs formations.

The directorate would be engaged in the planning, designing, and implementation of an overall risk management strategy and system and its application on clearance import and export consignments; monitoring, evaluation, and upgradation of risk management strategy and system in the light of changing national and international trends.

It would be engaged in the upgradation of risk management strategy and system on the basis of analysis of clearance of various sectors and commodities, pattern of adjudication Proceedings and other legal matters and outcome thereof; protection, security, and maintaining confidentiality of the Risk Management System (RMS) data and records.

Director, Directorate of Customs Risk Management Karachi oversees matters related to administration, budget allocation, and expenditure in the jurisdiction of the Directorate-General; identifies requirements and recommends internal controls for the protection of revenue and facilitation of genuine trade; develops and maintains a risk register of risk profiles, risk indicators and selectivity procedures for RMS; analysis of clearances of import and export consignments assigned Green Channel by RMS.

Director, Directorate of Customs Risk Management Karachi would also do the analysis of the examination requests rejected by the officers of the clearance Collectorates an analysis of import and export data, and assess and prioritize potential risk areas for developing risk profiling.

The said director would be engaged in collecting intelligence and maintaining risk profiles of traders and clearing agents with respect to their business, past history, a record of contraventions, etc.; a collection of research data on international and domestic markets for use in risk profiling; realignment of weights assigned to different clearance activities; and formulating security protocols and Standing Operating Procedures (SOPs) for RNIS to ensure confidentiality and security of all information related to RMS data and record etc.

The Senate Committee deliberated upon the ongoing protest by Pakistan International Airlines (PIA) employees against the privatization and non-increase in wages and ordered the flag carrier to settle all grievances via negotiations.

A meeting of the Senate Standing Committee on Aviation was held here at Parliament House on Tuesday with Senator Hidayatullah in Chair.

Senator Mian Raza Rabbani underscored that employees have the right to indulge in any sort of agitation for their basic rights and demanded that the FIR against PIA employees should be withdrawn. Amir Hayat, CEO of PIA, stated that PIA is willing to negotiate with the employees, however, violation of the law will not be tolerated. The Committee directed PIA to settle the grievances of employees through negotiations.

The Committee addressed Haseeb’s Public Petition concerning the non-increase in pension by the CAA. The petitioner pointed out that the pension of employees who retired in 2014 onwards, has not been increased for many years.

As per CAA Employees Pay and Pension Regulations (2014) the pension of employees who retired on or before 2014, would be revised after every three years, however, this has not been implemented. The Committee decided to form a Sub-Committee to investigate the matter further and nominated Senator Saleem Mandviwalla as its Convener.

Senator Saifullah Abro highlighted the matter of delay in luggage handling at Islamabad Airport. CAA authorities apprised that 40-45 minutes is required for the clearance of luggage as per international standards, however, the delay occurred mainly due to pre-customs scanning, heavy load of baggage, and congestion at the airport.

It was further added that the Civil Aviation Authority closely monitoring the Ground Handling Agents (GHAs) and also taking punitive action against the GHAs to avoid delays. The Committee directed the CAA to provide details of GHA’s with their staff details along with problems being faced in luggage handling in the next meeting.

While discussing the salaries, pensions, and abroad stay of cabin crew, CEO PIA informed that employee salaries hadn’t been increased in the past seven years due company’s financial limitations. However, PIACL has increased the salaries of the Cabin Crew in November 2021 and the Cabin crew is also eligible for pension. Additionally, cabin crew are entitled to stay at five-star hotels during foreign trips.

Regarding the implementation of the recommendations by the committee in respect of PIA employees appointed on fake degrees, the committee decided to file a ‘Breach of Privilege’ against the DG FIA for non-compliance with the standing committee’s directives and sending officers not fully conversant with the case.

In addition to that, the committee addressed the tragic road accident near Kamoke that resulted in the loss of Rashida Majeed’s life while she was en route from Sialkot to Lahore for duty on a flight.

Amir Hayat, CEO of PIA, mentioned that the service provider responsible for assisting Pilots and Cabin Crew in reaching their designated duty locations had been terminated. Moreover, an amount of Rs. 4.8 million has been provided to Rashida Majeed’s family and an insurance payout of around Rs. 6.7 million will be disbursed to bereaved families by the next week.

The committee was briefed on the issue of viable flights for Balochistan Province. DG CAA, Khaqan Murtaza informed that 20 PIA flights, 3 Serene Air flights, and 4 flights from Fly are currently operating weekly to Quetta from various locations. He mentioned that other airlines are reluctant to operate due to commercial challenges. The Committee directed the CAA to develop a workable and viable commercial plan to improve flight for Baluchistan.

The meeting was attended by Mian Raza Rabbani, Senator Sherry Rehman, Senator Syed Muhammad Sabir Shah, Senator Umer Farooq, Senator Saifullah Abro, and other senior officers of the Aviation Division and relevant departments were also in attendance.

Caretaker Prime Minister Anwaar-ul-Haq Kakar has emphasized the significance of war games in validating naval war plans in synchronized with military and national security policy.

He was addressing the debriefing session of Pakistan Navy's War Game "Shamsheer-e-Bahar IX" in Karachi on Wednesday.

The Prime Minister also stressed on exploring operational concepts and refining deployment strategies. He lauded the well deliberated plans of the Force Commanders and the insightful analysis of the war game, which would help crystallize operational plans for maritime security and seaward defence of Pakistan.

Anwaar-ul-Haq Kakar also highlighted the enhanced responsibilities of Pakistan Navy in ensuring security of China Pakistan Economic Corridor and Gwadar Port.
